Verite Research says that according to the 2023 Budget Estimates, 15% of total recurrent expenditure of the government will be spent on salaries for government employees for the year 2023.
As of 2023, the defence sector is estimated to claim nearly half (48%) of state salaries. Following is a breakdown of the estimated sector-wise allocation of state salaries for the year 2023. Excludes salaries and wages of SOE employees, salaries and wages includes personal emoluments, overtime, holiday payments, and other allowances; Defence: Other Sector, comprises the Ministry of Defence (excluding personal emoluments of the Tri forces) and the Ministry of Public Security;Transport & Communication Sector consists of two ministries, Welfare & Community Services Sector consists of three ministries, Local and Provincial Government Sector consists of one ministry, Justice Sector consists of one ministry, Health Sector consists of one ministry, Education Sector consists of one ministry, Agriculture Sector consists of two ministries, Defence sector includes two ministries, and other sector includes 17 ministries; the “other” category encompasses ministries falling under the Finance, Power and Energy, Tourism, Industry, Water and Sanitation, Urban Development, Foreign Affairs sectors, and Special Spending units.
