A new gazette enabling the legal transfer of passenger service permits, addressing a long-standing issue spanning over 35 years, came into effect today.
A press briefing was held today to announce the implementation, attended by Minister of TransportvBimal Rathnayake, NTC Chairman P.A. Chandrapala, and Ministry’s Legal Officer Priyanthi Gunasekara.
Previously, under the National Transport Commission Act No. 38 of 1991, permit holders could not legally transfer passenger service permits to another party. Any such transfer was deemed null and void.
Recognizing the practical challenges faced by bus industry stakeholders, the National Transport Commission (Amendment) Act No. 08 of 2025 introduced a legal framework allowing permit holders to transfer their permits lawfully.
Accordingly, the Passenger Service Permit (Transfer) Regulations outlined in Gazette Extraordinary No. 2471/68, dated January 17, 2026, now provide the necessary legal provisions for such transfers. The new regulations take effect today.
Under the updated framework, bus owners can legally transfer their passenger transport permits to others, provided both parties meet a set of conditions laid out by the National Transport Commission. (Newswire)
