Matale MMC gas payment invoice fraud bared

An incorrect payment of Rs.92,675.00 for LP gas by the Matale Municipal Council was identified by auditors during a document  inspection related to maintaining gas stocks in the crematorium of Matale Municipality.

There was a shortage of gas in the country from March 2022 to December 31, 2022, and the investigation related to the payment of Rs.92,675 made on voucher number 2,439 on December 19, 2022 exposed this fraud. The audit confirmed that it was an incorrect payment made for the stock that was not received due to the absence of the stock certificate related to the purchase of gas. According to invoice number 116208 attached with the voucher related to this purchase, it is stated that an amount of Rs.92,675 was received for supplying five gas cylinders of 37.5 kg weight. Therefore, the auditors checked information from the trading company located in the Matale Udupihilla area, which had issued the relevant invoice.

In further investigation, it was revealed that the gas related to that invoice number was issued to a private trading company located in the Matale City for the purchase of five 12.5 kg gas cylinders on December 6, 2022. This invoice has been altered to show that 92,675 rupees was paid for the purchase of gas for the Municipality’s incinerator.

The Audit Superintendent has forwarded a copy of the relevant audit query to the Matale Municipal Commissioner requesting to be informed about the measures taken in this regard.
