The Moragolla Housing Project in the Hali Ela Divisional Secretariat Division, which was stalled for more than a decade, is set to resume, with second phase construction beginning tomorrow (16).
The project was originally launched in 2011 to provide homes for 54 families displaced by a landslide in the Moragolla estate area. However, despite initial plans, not a single house was completed and handed over by 2025, leaving families in hardship for nearly 14 years.
Early attempts to provide loan facilities for beneficiaries to build their own houses failed due to financial mismanagement and socio‑economic difficulties. Many houses remained incomplete, with some reduced to foundations alone.
In October 2025, the government, under the guidance of Minister of Plantation and Rural Infrastructure Facilities Samantha Vidyaratne, revived the project through the “Malayaga Mahilchichi” program, aimed at securing plantation communities living in high‑risk landslide zones.
Under the first phase, houses for 24 families are nearing completion at a cost of Rs. 3.2 million per unit. The second phase will focus on rebuilding and completing the remaining 30 houses, which had deteriorated due to cracked walls and collapsed foundations.
The Ministry has allocated funds to not only complete the houses but also develop essential infrastructure facilities including roads, retaining walls, and drainage systems. The Sri Lanka Army Engineering Services Regiment will provide direct labor support to ensure efficient completion.
Electricity has already been provided to beneficiaries, and a new water supply project costing Rs. 9.9 million is planned to permanently resolve drinking water issues in the area.
The project is being implemented under the supervision of the Badulla District Secretariat and the Hali Ela Divisional Secretariat, with the goal of delivering safe housing and a dignified life to the 54 families who have been displaced since 2011. (Newswire)
