Social Activist and Award Winning Marketer Dr. Ranga Jayakody says appointing professionals as heads of institutions is essential to ensure holistic development of those institutions.
“However, it is equally important that these individuals have relevant expertise and experience. At the same time, they should be provided with appropriate salaries and benefits to match their roles and responsibilities. Failing to do so may lead to diminished morale, as seen during Gotabaya Rajapaksa’s administration,” he adds.
Issuing a statement, Dr.Jayakody said, for the first time, former President Gotabaya Rajapaksa established a committee to appoint professionals to key positions in institutions and evaluate such appointments.
“This committee was tasked with approving appointments for heads of State institutions, Boards, and other Government bodies. The four-member Committee included former Presidential Secretary Lalith Weeratunga, Dr. Nalaka Godahewa, prominent entrepreneur Susanta Ratnayake, and renowned administrator Dian Gomes. However, from its inception, the process of appointments, resignations and reappointments created significant instability within institutions. Officials felt restricted, with little independence or opportunity to express their views”.
He also said Rajapaksa’s Economic policies included Tax concessions, which later caused a significant decline in Government Revenue, a fact highlighted by many.
Dr. Jayakody said the present Government has promised more people-friendly Tax policies and the President has also pledged to curb wastage by reducing the privileges of Ministers and senior Government officials, and this augurs well for the country’s future.
However, he said that more people-friendly Taxes should be introduced after a careful scientific study, so as not to reduce Government Revenue.
