Strong legal, institutional system vital to arrest corruption- Prof. Dunusinghe

Colombo University’s Economics Department Prof. Priyanga Dunusinghe said that it is impossible to stop corruption through an individual-based approach and for that, the current outdated rules and institutional framework must be changed according to the timely needs.

Prof. Dunusinghe said this while commenting on President Ranil Wickremesinghe’s statement that in the two years it took to build a new political culture in the country after ending the era of stopping corruption as a political slogan, the government has adopted 75 new rules and regulations.

He said that he also agrees with the President’s statement that Sri Lanka is the only country in South Asia that implements the latest law and order system, but pointed out that although some people have accused the current government of protecting thieves, many laws have been passed to catch thieves.

He further commented in this regard that it is very important for the economy of a country to modernise the existing rules and regulations and the institutional system to suit the times. It is very important to update the rules and regulations, which are outdated thirty to forty years, and strengthen the institutional system rather than individual factors.

“For thirty to forty years, we have built physical resources such as roads, airplanes, airports and other towers for development as a country. More important than these in sustainable development is the implementation of a strong legal system and institutional system that affects the advancement of society,” he added.

“We can no longer make successful progress through existing outdated rules and institutional systems. We have reached the end of it. Reforms are definitely needed now. The President works with such a vision,” he noted.

New Central Bank Act, Investment Zones Act, Anti-Corruption Act and the Inland Revenue Act have been introduced. It is very valuable. What should be done to stop bribery and corruption is to strengthen the institutional framework from top to bottom by preparing the rules and enforcing the laws. If this is done, corruption and bribery can be eliminated from the country to a large extent, he added.

For that, the Professor said, efforts should be made to eradicate the fraudulent spirit of everyone from top to bottom.
