The Sub Committee on Identifying the Priorities in Formulation of Short, Medium and Long-Term National Policies of the National Council held recently ( Dec 1) decided to appoint a sub-committee under the chairmanship of Secretary to the President Saman Ekanayake to prepare a basic model for the establishment of a National Policy Commission for the proper implementation of national policies with regulation.
Furthermore, it was agreed to appoint Anura Dissanayake Secretary to the Prime Minister, Secretary to the Ministry of Public Administration Priyantha Mayadunne as well as well as representatives of the Ministry of Finance, Ministry of Health, University Grants Commission, Attorney General’s Department, Legal Draftsman’s Department and other relevant institutions as members.
Secretary to the President Saman Ekanayake, Secretary to the Prime Minister, Anura Dissanayake, Secretary to the Ministry of Public Administration Priyantha Mayadunne and officials were present at this Committee meeting held chaired by Namal Rajapaksa, Member of Parliament.
Namal Rajapaksa, Member of Parliament and Chairman to the Committee stated that commission is expected to be established as an independent body for policy formulation, implementation and monitoring by way of an Act and its basic plans are expected to be completed by middle of January.
The officials pointed out that this commission should be given full legal power to implement policies as well as regulate and supervise. The need to prepare these plans by studying the models of other countries in the world that have succeeded in implementing policies through such an independent institution was also discussed here.
