Budget 2025 proposal to Parliament on January 9

The Government will present the 2025 Budget proposal to Parliament on January 9, 2025, according to Cabinet Spokesman and Minister Dr. Nalinda Jayatissa.

Speaking at the weekly Cabinet press briefing yesterday (26), Dr. Jayatissa outlined the timeline and objectives of the upcoming budget.

The Second Reading of the budget is scheduled for February 17, 2025, followed by a debate on the Third Reading, which will take place from February 27 to March 21, 2025.

Dr. Jayatissa emphasised that the 2025 Budget will focus on rebuilding public trust in the Government and initiating key steps toward development in line with the public’s expectations. President Anura Kumara Dissanayake, in his capacity as the Finance, Planning, and Economic Development Minister, has proposed a budget plan designed to fund ministry-identified projects within the framework of the Public Finance Management Act, No. 44 of 2024 and the Government Policy Statement.

Due to time constraints for completing the statutory process to pass the 2025 Appropriation Bill, the Cabinet has approved an Interim Vote on Account to cover Government expenses for the first four months of 2025. This interim measure will ensure funding for recurrent and capital expenditure, public debt servicing and debt restructuring efforts. The Interim Vote on Account will be presented to Parliament under Section 23(1) of the Public Finance Management Act, No. 44 of 2024. A Parliamentary debate on the matter is set for December 5 and 6.

Dr. Jayatissa stated that these measures demonstrate the Government’s commitment to managing public funds efficiently and ensuring continuity of public services while adhering to fiscal discipline.
