The Insurance Regulatory Commission of Sri Lanka (IRCSL) announces the appointment of Dilip Silva, as an ex-officio member (Treasury Representative) to the Commission of the Insurance Regulatory Commission of Sri Lanka.
Dilip Silva is a senior officer in the Special Grade of the Sri Lanka Accountants’ Service who assumed the position of Deputy Secretary to the Treasury on October 28, 2024. Silva is recognized for his significant contributions to the success of special projects and reforms implemented by the Treasury. Notably, he served as the Director General of Treasury Operations from November 11, 2020, to October 27, 2024, before being appointed as the Deputy Secretary to the Treasury.
Further, he has represented the Treasury as a board member of many statutory bodies including the Development Lottery Board, the National Lottery Board, the National Science Foundation and the Open University of Sri Lanka’s Audit and Management Committee. Currently, he represents the Treasury as a board member of the State Mortgage and Investment Bank (SMIB) and as a Treasury representative of the National Innovation Agency. Dilip Silva has a Honours Degree in Public Administration from the University of Sri Jayewardenepura in 1991, a Diploma in Public Planning from the Sri Lanka Institute of Development Administration in 2011 and a postgraduate degree in Public Management and Project Management from the same institution in 2016.
