Russia and India are in formal consultations regarding a potential deal to manufacture the fifth-generation Su-57E stealth fighter within India. Building on six decades of successful defence cooperation, which has already localised the production of Su-30MKI jets and T-90S tanks, Russia is offering full technology transfer to incentivise the project.

Russia and India are currently engaged in formal consultations regarding the potential local production of the Su-57E, Russia’s fifth-generation stealth fighter, the Russian Federal Service for Military-Technical Cooperation (FSMTC) told Sputnik on Saturday. This dialogue follows high-level discussions held during the inaugural International Security Forum in the Moscow Region, where Russian officials reiterated their commitment to expanding bilateral military-industrial cooperation.

The Russian Federal Service for Military-Technical Cooperation (FSMTC) highlighted that these talks are a natural progression of a defence partnership that has thrived for over six decades, during which the two nations successfully established manufacturing pipelines for a wide array of Russian-designed platforms, including Su-30MKI fighter jets, T-90S main battle tanks, and various small arms and ammunition systems.

While Russian aerospace leaders, such as those from the United Aircraft Corporation (UAC), have emphasised the benefits of “licensed production” and the potential to utilise existing Indian infrastructure, such as the facilities currently dedicated to the Su-30MKI, the Indian government remains in the deliberative phase.

Hindustan Aeronautics Limited (HAL) leadership has clarified that the project’s future rests entirely with New Delhi’s strategic leadership. Although Russian offers include deep technology transfers and support for India’s domestic Advanced Medium Combat Aircraft (AMCA) program, the Indian Ministry of Defence is carefully weighing these options against long-term sovereignty goals and the need to balance fleet logistics, technical maturity, and self-reliance initiatives like ‘Atmanirbhar Bharat’.

A High-Stakes Russian Proposal

During the “Wings India 2026” event, Russian aerospace officials, including United Aircraft Corporation (UAC) executives, detailed the proposal for the licensed production of the Su-57E in India. Moscow has consolidated the deal with an offer of full technology transfer, including access to the aircraft’s source code and the localisation of critical components like engines and AESA radar systems.

Russian state arms exporter Rosoboronexport has framed this not just as an export sale, but as a long-term industrial partnership. They suggest that India could utilise existing infrastructure currently reserved for the Su-30MKI fleet to establish a dedicated Su-57E production line, potentially allowing India to bypass years of developmental hurdles. Proponents of the deal argue that the Su-57E could provide the IAF with an immediate, high-performance stealth platform capable of serving as a command-and-control node for drone swarms and network-centric warfare.
