Marking a groundbreaking endeavor in the energy sector, a MoU was signed between LTL Holdings Ltd Sri Lanka and Petronet LNG Ltd, India under the patronage of Kanchana Wijesekera, Minister of Power & Energy to develop infrastructure for the storage, regasification and supply of LNG (cooking gas) for the Sobadhanavi Combined Cycle Power Plant at Kerawalapitiya.

Both companies jointly submitted a proposal to the Ministry of Power and Energy which the Cabinet approval has been granted following the evaluation by a technical evaluation committee. This JV will also look at obtaining more investors for this. This initiative will for the first time enable Sri Lankan households to have an alternative energy source (coming via pipes) for cooking and for water heating in homes.

Managing Director, CEO, Petronet LNG Ltd, Akshay Kumar Singh said that Delhi and Mumbai is extensively using this service in homes and it’s fast spreading in Chennai and other cities in India as well.

“By introducing this system the Sri Lankan public will first receive a safer source of gas to their homes and it will be 15% cheaper than the present source of gas and around 30% cheaper than cooking via electricity.”

Minister of Power and Energy, Kanchana Wijesekara said that this MoU covers for a joint development by LTL and PLL to develop necessary infrastructure and supply of LNG for initially for SobadhanaviPower Plant at Kerawalapitytawhich will be commissioned shortly.

Dr. Satyanjal Pandey, the Deputy High Commissioner of India for Sri Lanka said that the use of LNG, a cleaner-energy source, will significantly reduce greenhouse gas emissions, contributing to Sri Lanka’s environmental goals. Wijesekara, said that they were looking for alternative energy sources in reducing the generation cost to pass such benefits to the Sri Lankan electricity consumers. “When we received this project proposal we guided both entities and power authority in Sri Lanka to expedite a workable solution and in the implementation process which is now being done.”

Furthermore, the cost efficiency of LNG will lead to lower electricity costs, providing economic relief to consumers and supporting broader economic growth. The proposal is an interim solution to introduce LNG for power generation in Sri Lanka is on initiation by the Government of Sri Lanka and the Government of India. This MOU signing ceremony will mark a significant milestone in Sri Lanka’s journey toward cleaner and more sustainable power generation,” said LTL Holdings Limited representative.

This collaborative partnership will develop facilities to import LNG to Colombo Port via ISO Containers from Petronet’s Kochi terminal India as an interim solution to supply LNG to the Sobadhanavi Power Plant. Upon arrival at Colombo Port, the ISO Containers will be unloaded and stored in the port’s designated storage area. The ISO containers will then be transported to the Kerawalapitiya storage and regasification terminal and regasified LNG will be delivered to the power plant through a pipeline.

The Sobadhanavi Power Plantdeveloped, owned, and operated by Lakdhanavi Limited, the power development arm of LTL Holdings Limited, represents a significant advancement in the country’s power generation capabilities, aligning with the government’s vision for a more sustainable and economically viable energy future by adding 350 MW to the system by the first quarter 2025.Another significant feature of this plant is that it can be operated on Natural Gas and also with Hydrogen upto 30% in future when it is available.
