Opposition still unaware that five Acts to recover the country have already been passed –Min. Dr. Bandula Gunawardhana

Minister of Transport, Highways and Mass Media Dr. Bandula Gunawardhana said that the Parliament of Sri Lanka has passed five specific Acts related to the implementation of a series of national policies in order to create a developed country with a per capita income of 20,000 USD by the year 2048.

The Minister mentioned that firstly the new Central Bank of Sri Lanka Act prohibiting money laundering and secondly the Public Debt Management Act has been brought to prevent domestic and foreign borrowing in an unsustainable manner.

Addressing the gathering the Minister said that President Ranil Wickremesinghe is only one leader who bravely came forward to save the country which was facing anarchy in 2020. It was Ranil Wickremesinghe who fulfilled the responsibility of re-establishing democracy in the country.

If Ranil Wickremesinghe had not saved the Parliament then, Anura Kumara Dissanayake, Sajith Premadasa, Dilith Jayaweera, Wijayadasa Rajapaksa or anyone else would not have been able to contest the Presidential Election on September 21. Ranil Wickremesinghe took a bold decision to do what former President Gotabaya Rajapaksa could not do that day. We could not do what the International Monetary Fund told us sixteen times but the seventeenth time we somehow reached an agreement with the International Monetary Fund.

Today, we all live, breathe and make a living according to the Extended Credit Agreement signed with the International Monetary Fund. According to that agreement, international finance is provided for the running of this country in the years 2025, 2026, 2027.

A budget should be passed in the parliament in another three months. Otherwise, the government cannot pay salaries and pensions to the employees and retired employees. Subsidies cannot be given. No development project can be done. Nothing can be done by violating even one of the conditions of the International Monetary Fund.

In 2025, the external resource gap is predicted to be US$ 5,018 million. The international reserve of Sri Lanka is US$ 5.6 billion. According to the agreement signed by Ranil Wickremesinghe as the Minister of Finance, the outstanding amount will be collected. The International Monetary Fund will provide US$ 666 million under the extended fund facility. US$700 million will be given for preparing the budget. US$ 400 million will be provided by the World Bank. The Asian Development Bank will provide US$ 300 million. Anyone who claims the Presidency of the country should present the people of the country with numerical data on how to prepare the budget from the month of January if they do not accept this. If they do not declare that, then they would definitely lie to the country.

This is not just a political story but a story about the existence of a country.

President Ranil Wickremesinghe, as the leader of the State, met the leaders of all the countries of the world and requested them to cooperate in solving this crisis. There Japan, France and India established an official credit committee. They reached an agreement with all the world’s creditors on how to repay this debt until 2042. Accordingly, an agreement was signed with the Paris club. Agreements were with Japan, India and the Chinese government. Several Bills were presented to the Parliament on what we are doing in terms of these agreements.

New law has been passed prohibiting the printing of money by the Central Bank of Sri Lanka Act.

It is not possible to get loans by issuing sovereign bonds as needed. For that, the State has presented the Public Debt Management Act.

According to the, Fiscal Management (Responsibility) Act, budget preparation is done by the budget office of the Parliament by the officers with expertise.

A government does not get the ability to change policies as needed. An Economic Transformation Act has been passed. An Economic Transformation Act will help to transform the entire country’s agriculture, industry, services, education, health, and housing, eliminate poverty by 2048 and bring the per capita income to more than US$ 20,000.

It is not possible to run governments by violating the conditions of these Acts.

When preparing the annual budget, there should be a surplus of 2.3 percent in the preliminary account.

The current account deficit cannot exceed 1 percent of the balance of payments.

By 2032, the country’s indebtedness as a percentage of GDP should be less than 95 percent.

Debt servicing Payment of loan instalments and interest cannot exceed 4.5 percent.

Government revenue cannot be less than 15 percent of gross domestic product. Economic growth rate should be more than 5 percent. The rate of unemployment should be below five.

Female labour force participation should be more than forty percent. This has been passed as an Act. Unfortunately, not a single politician talks about this number.

While doing this, an anti-corruption Act has been passed to prevent theft, fraud and corruption. Under that, no one will be able to commit theft, fraud and corruption. Every Minister as well as his family members and members of private staff must submit asset and liability declarations. Every public representative must submit asset liability statements. Public officials should submit assets and liabilities. Private sector company owners and board members should provide asset and liability statements.

Whoever even provides a bus to a school or provides a smart classroom should present how those assets were received. If it is not possible to present how it was received, five Bills including the Anti-corruption Act have been passed to take the necessary actions.

This is the economic weapon for the future of the country. Independent candidate Ranil Wickremesinghe is the only Presidential candidate who presented it as a national policy.

In Batticaloa, Eastern Province MP Sivanesathurai Chandrakanthan gives full support to Ranil Wickremesinghe. Muslim leaders support him. He is a non-partisan candidate who does not belong to any party. He is the only candidate who comes forward with a national consensus on a policy to a programme to build the country to implement the country’s national agenda.

That is why we support him. By any chance or if this decision goes wrong, the whole world will abandon us. The International Monetary Fund, World Bank, Asian Development Bank, Japan, China and India will all abandon our country.
