Resettlement programme for unauthorised Kelani Valley Railway Reserve residents
The Cabinet has approved a comprehensive resettlement programme for unauthorised residents living in the Kelani Valley Railway Reserve, from Maligawatte Loco Junction to Padukka railway station, as part of the Colombo Suburban Railway Project.
The programme, initially approved on August 5, 2024, has already provided 694 housing units from Urban Development Authority (UDA) housing complexes to the affected families. An additional 144 housing units are expected to be received from the UDA to further support the resettlement effort.
To address housing needs in areas without UDA housing schemes, a dedicated housing complex comprising 120 units is nearing completion in Kottawa, Malapalla. This project, built on land owned by the Sri Lanka Railway Department, will accommodate residents from Maharagama, Homagama and Padukka.
The Cabinet has now approved the transfer of the Kottawa land and its housing complex to the National Housing Development Authority (NHDA) as a free grant under Section 6(1) of the Government Land Ordinance. The programme also ensures that beneficiaries receive property deeds without incurring any additional expenses.
