An audit has found that Rs.8.2 million has been embezzled by altering receipt numbers related to charging rent from 31 shops located in four shopping complexes belonging to the Kandy Municipal Council.
It has been stated in the audit inquiry that this information was revealed during the examination of the computerized information and cash receipts of the revenue department of the municipality.
The report states irregularities have been found in a sample inspection related to the collection of shop rental and fines from 2018 to July 31, 2023, belonging to 31 shop rooms operated in the commercial complexes of Keppetipola, Bogambara, Katugastota, Menikkumbura and Kandy Central Market, owned by the municipality.
The audit inquiry also indicates that this financial irregularity has occurred due to the lack of direct supervision of the accountants, revenue officers, inspection officers and revenue inspection officers of the revenue department of the Kandy Municipality for the past six years.
The financial irregularity caused by billing that shop rent and fines have been received using the receipt numbers related to receipt of other income in the mixed income section of the shop rent documents is Rs.6.4 million.
It has been mentioned in the audit inquiry that the numbers of the actual receipts issued for collection of income under various revenue subjects were recorded as false in the shop rent collection register and the rent and fine amount of Rs.6,476,414 of 24 shop rooms were not credited to the Municipal Fund.
In the shop rent collection documents, a fake money receipt number has been recorded that the rent of 11 shop rooms has been charged and in 13 cases, a misappropriation of Rs.723,754 has been made.
It has also been revealed in the audit inquiry that it has been falsely recorded that Rs.377,787 was charged in eight cases without recording a receipt number in the shop rent collection documents.
