Disposable carbon pens and toothbrushes after use have caused serious environmental damage in our country. Every day the school system in our country discardedbetween 95-100 kilograms of empty carbon pens into the environment. Environmental scientists have confirmed that a carbon pen that is thrown into the environment takes about 450 years to decompose, Environment Minister Mahinda Amaraweera said.

The Ministry of Environment has initiated a program called A Discipline, Not Law ( නීතියක් නොව විනයක්) , to prevent the release of carbon pens and toothbrushes into the environment after daily use in Sri Lanka. Accordingly, a program is underway to provide special containers for the collection of discarded carbon pens and toothbrushes to all government agencies.

Disposable carbon pens and toothbrushes can be placed in these containers, which will be collected and disposed of by INSEE Cement Company once they are filled. Under this program, 318 containers were handed over to all Government Institutions in the Uva Province at the Uva Provincial Council Office recently. The above comments were made by the Minister of Environment who participated in the event through the Zoom application.

The government does not spend a single rupee on this project and the private sector contributes to it. At present 3000 such containers are distributed to institutions within a year and it is planned to provide 4000 containers for schools and 4000 containers for government institutions in the coming year.

Carbon pens take about 450 years to decompose, after which they become micro-plastic molecules that attach to water and soil. It is then absorbed into our body through our food and drinking water. Therefore, the Minister said that no carbon pen or toothbrush should be discarded after use and that they should be properly collected in a container and then disposed of by INSEE Cement.

The distribution of these containers to government institutions in the Badulla District was held at the Badulla Provincial Council Office.
