Japan hikes permanent residency fee 1,900% to around US$1,270

Japan has sharply increased fees for foreign nationals seeking permanent residency and other residence-related permits, with the new charges taking effect from October 1, 2026.

The fee for permanent residence has risen from ¥10,000 to ¥200,000, a 20-fold increase, equivalent to a 1,900% hike. The new fee is approximately US 1270, compared with about US 63 previously. Japan’s Immigration Services Agency has confirmed the revised fee. 

Fees for changing or extending residence status have also increased. In-person fees, previously a flat ¥6,000, will now range from ¥10,000 to as much as ¥75,000 depending on the period of stay granted. Online applications generally carry lower fees for longer periods of stay. 

The changes have prompted a rush among foreign residents seeking to submit applications before the higher charges took effect. The Japan Times reported waits of up to 7½ hours at Tokyo’s main immigration office earlier this week as applicants sought to complete procedures under the previous fee structure. 

Applications accepted on or before September 30 will remain subject to the previous fees even if approval is granted after October 1, according to the Immigration Services Agency. 

The government has also provided for reduced or waived fees in certain cases involving financial hardship or other special circumstances. For qualifying permanent residence applicants, the reduced fee is ¥20,000. (Newswire)
