New liquor outlets in Jaffna and Kilinochchi: Shanakiyan questions Govt

ITAK Parliamentary Group Leader MP Shanakiyan Rasamanickam has strongly opposed the establishment of additional liquor outlets in Jaffna and Kilinochchi, urging the government to prioritise development and public welfare in the Northern Province.

Raising questions in Parliament today (21) under Standing Order 27(2), the MP expressed concerns over proposals to open new liquor outlets in the two districts, citing public objections and the proposed locations near schools, temples and residential areas.

He stressed that development in the Northern Province should focus on improving livelihoods, public services and economic opportunities rather than increasing the number of liquor outlets.

MP Rasamanickam also questioned the government over the 361 liquor licences reportedly issued during former President Ranil Wickremesinghe’s administration in 2024.

He called for the disclosure of the names of politicians who had recommended the licences, details of the beneficiaries, findings of investigations into alleged irregularities and the number of licences subsequently cancelled.

The MP further raised concerns over the widespread production and sale of illicit alcohol, particularly in Batticaloa, calling for stricter enforcement and tougher penalties against repeat offenders.

He also questioned whether high taxes on legally produced alcohol were encouraging consumers to turn to cheaper illicit alternatives, potentially increasing alcohol-related health risks and the burden on the public healthcare system.

MP Rasamanickam requested district-wise statistics on illicit alcohol offences and repeat offenders for 2025 and 2026, along with details of liquor licences proposed, approved or issued in Jaffna and Kilinochchi since September 2024.

He urged the government to ensure transparency in liquor licensing, consider public objections and strengthen measures to combat illicit alcohol production and sales.

Responding to MP Shanakiyan’s questions, Deputy Minister of Economic Development Nishantha Jayaweera said that drafts have already been prepared to amend the Excise Ordinance to increase the penalties for offenders and the relevant process has already begun.

Deputy Minister Nishantha Jayaweera further said that the existing Ordinance has now been amended and that legal amendments will be incorporated into it in the future.

Stating that the shortcomings in the existing Ordinance have been identified and corrected, he added that it is expected to be approved soon. (Newswire)
