President to make special statement in House today

President Ranil Wickremesinghe is scheduled to make a special statement in Parliament today (9) while presenting proposals related to the implementation of the Thirteenth Amendment to the Constitution. In this statement, the President will explain the relevant Ordinances to be brought to strengthen the 13th Amendment and the distribution of powers other than Police powers.

An all-party conference was held under the chairmanship of the President on July 26, to inform Party leaders representing the Parliament about the work programme implemented by the government and expected to be implemented, where the views of the Party leaders were presented.

Under the 13th Amendment of the Constitution, the power to make decisions regarding certain subjects is assigned to the Central Government and those subjects must be legally announced.

President Ranil Wickremesinghe previously emphasized that he will present the best proposal related to solving the problems of the people of the North and East and Tamil Party leaders should decide whether to take it forward or not. The President emphasized that the government has not in any way raised the topic of any preparations for the integration of the northern and eastern provinces or any discussion about it and that the purpose of this programme is not to get political benefits but to solve the problems of the Tamil people in the North and East. The President intends to fully implement the 13th Amendment of the Constitution only if all party leaders representing the Parliament agree to a full devolution of powers. The President is of the opinion that the consent of all party leaders representing the Parliament is necessary for granting police powers mentioned in the 13th Amendment of the Constitution and for that a 2/3 majority in the Parliament is also required.
