President Anura Kumara Dissanayake will present the Government’s policy statement at the inaugural session of the 10th Parliament on November 21(Thursday) at 3.00 p.m.

This significant address, which marks the beginning of each new Parliamentary session, allows the President to outline the Government’s vision and strategic direction. As per constitutional powers, the President presides over the opening of Parliament and sets the tone for legislative priorities through this statement.

Historically referred to as the “Rajasana Speech,” this tradition not only signals the start of a new Parliamentary session but also provides the President with an opportunity to detail the plans and priorities of the new Government to both Parliament and the public.

As the 17th Parliament convenes, its inaugural session is expected to be a momentous occasion. According to the Secretary General of Parliament Kushani Rohanadeera, the key agenda will include the election of a Speaker, Deputy Speaker, Deputy Committee Chairman and the President’s address. The newly elected MPs will be sworn in following the appointment of the Speaker.

The Secretary General of Parliament also said that there will be no specific seat allocation for MPs during the first session, allowing them to sit wherever they choose. Parliamentary proceedings will begin with the ceremonial bringing of the mace into the Chamber. After swearing-in, Parliament will adjourn until 3 p.m. for President Anura Kumara Dissanayake to present the new Government’s policy statement.

She also announced that a special counter will be set up in Parliament on November 19 and 20 to collect information from all newly elected MPs and they will be officially informed today to attend the first session.

A workshop for newly elected MPs will be held at the Parliamentary complex from November 25 to 27. The workshop will provide guidance on Parliamentary rules and regulations and Standing orders and the working committee system.

Plans are also underway to hold a three-day special workshop for the incoming legislators on the Parliament culture and Parliament affairs, according to the Parliamentary Communications Department. The workshop is scheduled to be held on November 25, 26 and 27.

Another special feature of the new Parliament is that a total of 21 female representatives have been elected to Parliament in the recently concluded Parliamentary Election, with 19 of them representing the National People’s Power.
