The Supreme Court ordered the Vice Chancellor of the Sri Jayewardenepura University to submit a report on what action was taken against the students involved in the incident where a first year student Pasindu Silva, was seriously injured when a tyre rolled down a set of steps and hit his head, about three years back.

The Supreme Court announced this during the hearing of a Fundamental Rights petition filed regarding the injury caused to the student. After a Fresher’s Party on March 5 in 2020, a group of senior students at the University had sent a large tractor tyre down the stairs of the university playground pavilion.

The tyre hit Pasindu who was ascending the stairs and the first-year student collapsed on the stairs with severe injuries to the head.

The Supreme Court also directed the University Grants Commission to submit a report clarifying the nature of the incidents that students have to face during ragging.

The UGC was ordered to submit a report clarifying measures taken against such incidents. The Court’s attention was drawn to a report submitted by the Disciplinary Committee of the Sri Jayewardenepura University regarding the incidents of ragging in the universities.

According to the report submitted with the petition, it was mentioned that the senior students were assaulting and torturing the new students. It was mentioned that majority of the students in the hostels are subjected to such harassment. The Attorney General said that since the respondents in this petition have requested his assistance time is needed to consider the matters related to it.

He requested the Court to grant time for the submission of the reports as ordered earlier by the Court. The Bench considered the facts and decided to grant time for that. It was decided to recall the petition on October 11.
