Soft liquor licences to Tourist Zones only on Gazetted guidelines – Excise Chief

The Commissioner General of Excise gave an undertaking to the Court of Appeal that the issuing of soft liquor licences to tourist zones will be done only according to the guidelines mentioned in the Gazette notification issued in relation to it.

Deputy Solicitor General Kanishka De Silva gave this pledge appearing for the Commissioner General of Excise when the writ petitions filed by parties including the Sri Lanka Liquor Licence Holder’s Association were called against the granting of soft liquor licences given to institutions in tourist zones to institutions outside tourist zones.

The Deputy Solicitor General, who appeared for the Excise Commissioner General, stated that the minister in charge of the subject had issued a gazette notice on July 28, 2022 regarding the issuance of soft liquor licences.

She assured that soft liquor licences will be issued to the relevant areas in accordance with the excise rules and in accordance with the guidelines included in the gazette notification bearing 2290/24.

Sanjeewa Jayawardena PC, who appeared for a petitioner, stated that the assurance given by the Excise Commissioner General to issue soft liquor licences should be strictly enforced.

After considering the facts presented, Court decided to accept the pledge given by the Commissioner General of Excise and ordered the respondents to act according to that pledge.
