Power and Energy Minister Kanchana Wijesekera said in Parliament yesterday that the new Electricity Bill is essential to enhance the efficiency of the Ceylon Electricity Board (CEB).

The Minister said this while presenting the Sri Lanka Electricity Bill to Parliament yesterday (6).

He urged the members to support the Bill which opens a new path in the country’s electricity sector.

The Minister pointed out that today, all the countries of the world are moving away from oil and diesel and focusing on natural gas, and that they need money to invest in it, and pointed out that the Government does not have enough money for that.

The Minister further pointed out that although the best potential for other countries to invest in are in the Northern and Eastern Provinces, in order to use that potential, private investment should be given the opportunity.

Investments are needed to update this system in the CEB. The Government has proposed to maintain 100 percent energy security. Without investors we cannot do that, he said. The Minister said that electricity tariff will be reduced from Rs. 8 to Rs. 6 per unit households using between 0 to 30 units, Rs. 9 for households using 60 to 90 and Rs. 18 for households using 90 to 120 units.

The main accusations made in the past are that the Electricity Act has not been amended to suit the modern world regarding the inability to maintain services, efficiency and electricity tariffs.

Without the new Act in the electricity sector, we cannot open up to the future. Today, as politicians, we are being criticized. But Ministers are not the ones giving technical advice for this. There is no other institution that is as monopolized as the CEB. Although various Ministers tried to advance these policies, some trade union groups inside disrupted this, the Minister said. The Electricity Act will be brought for the first time in June 2024. Everyone who does not represent Parliament was invited to provide information for this purpose, but only a few participated, he said.

The first report was presented after discussion with various people. So the current law is the most suitable law for this sector. Why did the Electricity Bill have to be increased in the last season? It is because we are not constructing power plants on time, the Minister said.

The Minister also thanked the employees of the CEB for providing great service to the people in the face of the dire situation of the past few days.

There is a group of employees who have done a lot of service in the CEB. Their service should be appreciated, the Minister said.
