The five-day programme, organised by the CPA Parliamentary Academy with the support of Guernsey’s parliament, the States of Deliberation, brings together around 30 parliamentarians from across the Commonwealth.
Deputy Minister Kaushalya Ariyaratne and Gampaha District Samagi Jana Balawegaya (SJB) MP Kavinda Jayawardena, are attending the programme on behalf of Sri Lanka.
Participants include representatives from Kenya, Namibia, Malta, Pakistan, Saint Lucia, Canada, Australia and Guernsey.
The programme focuses on strengthening parliamentary practices, including legislative scrutiny, committee work, communication and the evolving role of parliamentarians in the 21st century.
As part of the programme, participants engaged in a simulated parliamentary debate on the Reform (Guernsey) (Amendment) Law, 2025, which addresses the procedure for filling vacant seats in Guernsey’s parliament.
The residency also includes mentoring sessions, committee simulations and engagement with Guernsey’s parliamentary institutions.
