Jayaweera was speaking on Monday in an online meeting of the PNF to discuss the proposed changes.
Current tasks of registration made by the Construction Industry Development Authority are expected to be taken over and streamlined under the UDA.
He further alleged that this plan comes with the endorsement of the Harvard formulated ‘Sri Lanka Growth Diagnostic Analysis’. Under the new framework, it is expected that more approval power will be vested with the UDA.
Jayaweera also alleges that the UDA will be able to unilaterally in certain instances change land use classifications with the new legal framework.
The new framework would also take away certain powers currently vested with the now-defunct Provincial Council system.
The new framework would also place an approval framework for the change in ownership of entities with an interest in UDA approved development projects.
Jayaweera also notes that under the new framework the UDA would be empowered to force developers to provide mobile network coverage and use elevator systems.
